A woman on the helpline told me today that the disregarded income for tax credits has risen from £2500 to £25000. Is this true and if it is when did it happen?

Yes, the woman on the helpline is correct. From this tax year (06/07) as long as your household income does not rise by more than £25000 (previously £2500), your award will be calculated using previous year income. This happened at the start of this tax year.
