I want to file just my state taxes over the phone do they still have the option?

I did you federal e-file but they charge for State is there anyway to do the state over the phone. I know you used to be able to.

That depends on what state you are talking about.

Many states have the ability to file online - check your state website. They should give info on what's available by telephone or online.
