You need to do lots of work with the dog to build up his tolerance to other dogs when he is on-lead and to teach him that other dogs are a good thing. Try clicker training and teach him a Watch Me command. Use your Watch Me command when other dogs are around and give him lots of praise and treats for remaining calm and focussed on you. Start off with the other dogs a long way away (far enough that he does not react to them) and gradually move closer as he improves.

I recommend getting a trainer / behaviourist to work through this first time.

Be patient - it can take weeks or months to improve this behaviour and you may never 'cure' it completely.

At home try to teach your dog the word NO so when he goes to lick your face for an example say NO in a firm voice and then you can start sayin it on walks but even though you say NO on a walk as a bad poi nt take some treats with you as a good point

hope i helped

Our little yorkshire terrier would do this a lot. We first tried saying NO to him in a firm voice, and allowing him less slack on the lead. This didn't really work for us.

Instead, we took a spray bottle with us. Each time he barked and pulled rashly on his lead at other dogs ... he got a little spray. He soon learnt that if he didn't want to get sprayed then he shouldn't br erratic. Every time he walked well he got treats.

Firm voice saying NO and a tight lead and if you take him out alone for a while then he should get the message. Terriers are reknowned little loveable horrors but they are not stupid and soon get the idea once they realise you are in charge, not them. He is probably infuriated at being curtailed when he sees what he obviously thinks are his 'mates'.
