In that case, you will have to wait until you can move out.
I don't think anyone mentioned there are spirtual consequences to practicing Witchcraft, and I don't think that gets stressed enough by followers of the Craft. Yes, some people do have bad expirences in Wicca, and other forms of occultism as well. Even if one person tells you they never have had a bad expirence, that doesn't mean you won't. No one can guareentee what you will or won't do or what mistakes you may make when you practice Wicca. This is not a game, so keep that in mind. It's not like sneaking a cigarette and hoping you don't get caught.
The Good Witch's Bible for instance does come with a disclaimer that the authors are not responsible for what happens to the user, even including spirit possession. That's one reason I reccomend it so much.
This is why I bristle when I see fluffies giving out spells online like candy. They'll mention the law of return (probably learned it from watching Charmed), and then turn around and give out a "an ancient Celtic love spell" that's minutes old. Arrgh.
If you really want to learn Wicca, you have to go to a real coven that practices skyclad (nude) and really has the great rite (tantric sex), and doesn't simply stick a blade in a chalice. If they're scared to take off their clothes, their probably scared of real witchcraft too. If you are not 18 yet, so your parents would have to sign a waiver to let you join a coven (a real coven anyway).
In order to become a Wiccan, you will have to be intiated via the Great Rite by a High Priest. You cannot do this by reading a book or a website (this isn't meant to be mean, it's just reality).
A lot of people will email you and offer to "train" you. Often times these types only know what they read out of a book or a website, and haven't actually been initiated. There are just somethings you have to do in person. So, just keep those things in mind.

So, if doing something that your mother doesn't know and of which she would disapprove about bothers you (as well it might), you can leave Wicca for a couple or a few years and come back to it later when you are more free to do as you will. In the meantime, you can practice techniques of meditation and focus (like mindfulness exercises) that will serve you in very good stead when you come fully into the religion. A Google search for "mindfulness exercise" should turn up lots of resources for you.
If, on the other hand, it's just a matter of being able to practice quietly... the various tools that you read about Wiccans using -- the athame, the chalice, and so forth -- are really just props to help with focussing your attention. A witch can conduct an entire ritual without any tools at all, or even without moving or speaking a word.
If you decide that you want to talk to your mother (and perhaps that counsellor) about Wicca, I suggest this article, which is written by non-Wiccans and is easy to read and understand:
http://www.religioustolerance.org/witchcra.htm
Or this one:
http://www.religionfacts.com/neopaganism/paths/wicca.htm
They explain what we do and that we're not devil worshippers. ;-)
If you have any further questions, please feel free to email me. (If you're under the age of majority, however, I can't mentor you for legal reasons.) I do wish you the best of luck on your path. Blessed be!

First I have a couple of questions for you to really ponder.
1. Why do you want to practice witchcraft?
2. What lead you to this path?
3. What do you expect to gain from it?
If your answer to ANY of these questions is "power", forget it.
I suspect that you do not know much about either Wicca or witchcraft. Not all witches are Wiccan and I suspect you are too young to be Wiccan and initiated into a coven.
READ!!! Find out which denomination you would prefer, it is not all the same by any means. You may find your answer in "Buckland's Complete Book of Witchcraft".
I am Pecti-Witan (aka Hedge Witch, not Wiccan) a "solitary" practitioner of "the Old Religion", and have been for many, many years. Being a "Witch" is nothing like what is portrayed in movies or on Television. There is nothing flashy about it. we are fairly simple people with "abilities" that everyone has, ours are just honed and utilized. Lots of research and practice. There is a lot to learn when you are dealing with herbal, mineral and candle magick.
I read tarot cards, rune stones and utilize a number of other tools for divination but would NEVER charge anyone for anything I do! Besides, I do not do "readings" or "cast spells" for others on demand. That sounds more like a con game to me!
Now as for what I did to start, well, it seemed to come naturally to me, (my mother was a witch and my great grandmother was the daughter of a Comanche medicine man) and I believe this is not my first life (nor the last) as a witch. I have always had a deep respect for nature and have an innate ability to communicate with animals. When I was very young my parents encouraged me to learn about all religions, so I did. And I encourage you to do the same to find your true path. Books are an excellent source, providing you get the right ones, there are some I would avoid (Ravenwolf). I prefer Scott Cunningham. One question you must ask yourself is are you looking for the structured system of a Coven (you will have to wait until you are of age) or would you prefer the life as a "Solitary"? Buckland has some very good books outlining both. But my favorite book is still "Wicca, a Guide for the Solitary Practitoner". It is a good place to start (or affirm). You will aslo learn how and where to practice.
If you decide that this is the path you wish to take and you let your peers know, expect ridicule and really stupid requests to do "Magic" like they do on TV or in movies. It is not going to make you cool. Expect people to tell you that you are going to Hell. You will probably lose friends.I do not wish to disuade you, I am just being honest with you.
I hope you find the answers you were looking for.

Your bedroom, Wicca has this massive circle, and lots of tools and so forth required.
Maybe you should look at the traditions that dont try to sell you candles and so forth, which use the mind and spirit, rather then expensive oils, altars and so forth.
Stuff like "Astral Dynamics" its about going into the "Astral Plane" which is where magic is supposed to go, and directly doing it yourself to create the change which is supposed to affect the physical world.
Prayer... an oldie, but a cheapie. Use basic meditation, in your room with a vibrated prayer, and see the magic unfold.
I wrote a binding spell in like 10 minutes on another question about spells, which only required you to find a rock on the ground. Sure I dont know if it works, I just used it as an example, that you dont need to get these rose petals, ylang ylang oil, pink candles and a fancy love poem.
The other option, is study, just study, and find the things you can practice quietly in your room. Such as Out of Body, and different means of divination, like numerology... no noise or massive things required.
Good Luck

Spells don't need fanfare. You can cast a spell while lying in bed or walking to school. Don't get caught up in the need to use tools. Remember these tools are only to help you focus your energy. Your real power comes from your higher self. The Divine energy that is bestowed on each one of us comes from the God/Goddess Divine in Wicca. Relate that to yourself and be empowered. You can use your ability without saying a word if you so desire.

My answer is, the best thing to do is not get into Wicca in the first place. I was a Wiccan/occultist for many years. Read about the lives of famous occultists:
http://usminc.org/famous.html
Then decide if it's worth persuing. If you want to wind up broke and forgotten, go for it!
If there is any truth to the old saying "Those who can, do. Those who can't, teach.", that truth is found in the occult, and Wicca in particular. Silver Ravenwolf has written close to a dozen books on the subject of "The Craft", and claims she has been studying it since about 1969, which is almost as long as I’ve been alive. She has written a book on how to cast money spells, and includes a chapter on how to do so in her Teen Witch book. But the thing is, she doesn't particularly sound all that prosperous herself. Ravenwolf writes,
" For years I couldn't afford to go to a hair stylist (still can't, it's shop and chop for me). I got pretty good at stying my own hair from looking at magazine pictures" [SOURCE: Teen Witch, Llewellyn Publications, 2003 edition, page 145]
OK, she so rich she can't go to the hairdresser. Hey, get me a copy of that Prosperity Spell book!
Silver Ravenwolf seems to have inadvertently discovered that Wicca makes things worse, but won't ever admit it as such.
In Teen Witch she says
"A lot of people tell me how bad their lives have gotten after casting a spell and tell me they won't do Witchcraft anymore. I tell them their lives would have been much worse for not having cast the spell".
Gee Silver, you would think a lot of people would be saying things like "Hey, Silver Ravenwolf, my life has improved tremendously with Wicca!" if Wicca is as great as they claim. Instead it makes lives much worse, and even Silver Ravenwolf admits she hears this a lot!!!

How can you practice Wicca without a coven? Its difficult to do on your own. Howabout you just stay true to your beliefs in your own way? You don't need to go through physical gyrations, pray at an altar, or go to a specified meeting place to believe in something.
