I also have a horrible dirty room and am going to redisgn. First some design tips.
1. Want to save space buy a futon so you can sleep and if your friends are over you can convert to a couch so you have a place to hang out and sit.
2. If your room is messy probalby you should by wall hung shelves, you can store books, hats, a radio for your room. etc
3.Beds are best placed by walls because you have more floor space and if somethings on one side of your bed you have to jump over your bed to get it.
Cleaning
Remember to put stuff away after you use it. Invest in a trash can for your room for obvoius reasons. If you have a small room floor space is important.
If you have a computer get a labtop one reason space.

Try looking at furniture and stuff online there great for ideas.
Also try a color scheme in your room it will look weird if nothing matches.

What I find helpful is to set a timer for 5 minutes a day and pick up and clean as much as I can during that time. If you only have to pick up a few things a day its much easier than picking up after it's a huge mess. At that point it's too easy to say forget it.
As far as the makeover goes as small can of paint for an accent wall. re-arrange your furniture and maybe some smaller cheap accents like a new lamp can make a huge difference. One trick I really like for a bed side table I didn't like was to find some pretty fabric and drape it over the table making sure that it was long enough to hit the floor. hope this helps out!

Paint, new bedding and pillows as well as new curtains can give your room a whole new feel. You can also paint old furniture and even buy new knobs/hardware for it. Maybe get some modern floating shelves too for knick knacks.
I've found that having something like a toy chest or bench with lots of open up storage is fantastic for cleaning quickly. Throw all your dirty clothes in it, or just random items. Then when you can't find something, dig through one spot...your "catch all" trunk/bench/toychest.
