I FILED MY TAXES ON FEBRUARY 8 AND THEY WERE ACCEPTED THAT DAT. THEN A FEW DAYS LATER I RECEIVED A LETTER STATING I OWED SOME TAXES FOR THE PREVIOUS YEAR. I WAS COMPLETELY UNAWARE OF THESE OWED TAXES AND HAVEN'T RECEIVED ANY NOTICE UNTIL NOW. EVEN THOUGH IT IS A SMALL AMOUNT I WOULD LIKE TO HAVE KNOWN EARLIER. WILL MY REFUND AMOUNT BE CHANGED MINUS THIS AMOUNT. OR CAN I DO THE PAYMENT PLAN. I HAD PLANS FOR THIS REFUND I WAS EXPECTING.

The IRS will deduct what you owe from any refund that you might be expecting.

Yes they will most likely deduct what you owe from your refund. And yes, that will delay your getting the rest of your refund, since it can't just flow through the system without interruption.

Yes, the tax bill due will be subtracted from your refund. That is automatic, there's no way to stop it.

Please don't type in all caps. IT'S THE EQUIVALENT OF YELLING AT SOMEONE, AND IT'S HARDER TO READ.
