Well that is a tough one. If you see her again, wait till she stops at a soda shop, or stops for coffee or goes into a supermarket and then approach her. But, be sure you keep distance and don't frighten her. Keep a respectable distance, so she doesn't feel that you are a stalker or anything. Give her your name immediately and the area where you live. Tell her you saw her walking the other day and thought she is lovely and would like to buy her coffee to talk. Give her your card with your phone number if she resists or is suspicious. But, do not under any circumstances, ask for her phone number; because it is to invasive. I wish you luck.
