God is forgiving and accepting of all of us...especially those with the innocence of a baby.

I believe babies are born without sin, therefore, they would go to heaven. I also believe that if you don't have the mental capacity to understand right or wrong, then you are not liable for accepting Jesus or not. We have a loving God who understands that and who will take care of the innocent.

I believe that we all go back to where we came from in the first place. The creator, God, Jesus or whatever you believe is heaven. Our consciousness is born inocent and goes back to inocents when we die. Our energy will leave the physical body and go back to where we came and yes this is God or the spirit in the sky so to speak. We were put here to learn and when the time comes we go back to Him. A child that dies is still inocent and goes to where they were most comforatable to God, a 40 year old mentally challenged mad will go to the same place because he is inocent also. We all came from God and we will all go back to God because that is where we came from in the first place. Birth and death are both miricles of faith, who are we to question that? Take care Heather

I believe it is the uniform testimony of Scripture that those who are not capable of making a decision to receive Jesus Christ, and who have died, are now with Christ in heaven, resting in His tender arms, enjoying the sweetness of His love. There are numerous factors supporting this viewpoint.
It is highly revealing that in all the descriptions of Hell in the Bible, we NEVER read of infants or little children there. Only adults capable of making decisions are seen there. Nor do we read of infants and little children standing before the Great White Throne judgement, which is the judgement of the wicked dead and the precursor to the lake of fire (Rev 20:11-15). The complete silence of Scripture regarding the presence of infants in eternal torment militates against their being there.
Jesus and the children. As we examine instances in which Christ encountered children during His earthly ministry, it would seem that children have a special place in His kingdom. Jesus even said, "Unless you change and become like little children, you will never enter the kingdom of heaven" (Mat 18:3) He also said, "Whoever welcomes a little child like this in my name welcomes me (verse 5). I don't think there is any way someone could read through Matthew 18 and conclude that it is within the realm of possibility that Jesus could damn such little ones to hell!

the child will go to Heaven because the was not participating in the things of the world. the thing is a baby is innocent, did not know how to speak, feed itself, go to the loo nor did the baby know how to think for him/herself.
As for a forty year old man he can think for himself, must have heard about God, Jesus and the Holy Spirit. So when you Know God and still refuse to believe in him, and still refuse to confess and repent then well, Hell is willing and waiting to take you in. If you Know someone like that try talking to them about God and Pray for them so that they will not die without getting saved, and that they shall have a place in Heaven. Declare and decree it, in Jesus name.
Have a Blessed day!

Both of the people you mention would go to Heaven.
You have to be accountable and able to choose for or against Christ.
"Permit the little children come unto me, and forbid them not; for of such is the Kingdom of God". Mark 10:14
Peace out.

Though I'm a Muslim, the Master himself answered this question without colourations. Hear him "Let the children come to me, and do not hinder them; for to such belongs the kingdom of heaven." (Mathew 19 v 14). As for the mentally retarded, let God decide on the Day of judgement.

That question is answered in the Bible, which says in many places and in many ways that we are known to Him before we are born, known to Him in the womb. He will not hold blameless those who deny Him, which is a conscious decision. That's not the case in your examples. God bless.
