Considering China's population of more than a billion people, the percentage will be very very low. Getting an admission to a Chinese university is very tough indeed, compared to most western countries. There are far too many students and not enough schools to accomodate them. Even only a 1% turnout of the population having a bachelor's degree means about 10 million college graduates out of a billion people. The worst thing is that only a small portion of these graduates will be able to find jobs in Chinese industies, companies, etc.. The rest won't find any employment. This is the reason why many Chinese graduates migrate to western countries to have better chances.

I would say maybe 25%....education is important here...but it is also expensive. The numbers are improving since the economy is growing.

I have no statistics but everyone I met there had a masters degree.
