It should be pointed out that the reference to Is. 45:7 where God says "I am the LORD, who does all these things," he is talking about creating things. Not perpetrating evil in the World. The bible does not attribute Evil as a characteristic of God. Certainly it is not in God's will for use to be evil.
Moreover,
Scripture tells us that everything was perfect when God finished his creating activity (Genesis 1:31). Evil came into the world when Satan and other angles rebelled against God (2 Peter 2:4, Jude 6) and when Adam and Eve fell into sin (Genesis 3:1-19). God hates sin and evil (Psalm 5:4-6, Zechariah 8:17). God is not responsible for temptation. As the Bible tells us, “When tempted, no one should say, ‘God is tempting me.’ For God cannot be tempted by evil, nor does he tempt anyone” (James 1:13). Therefore it is wrong to blame God in any way for the fall into sin or to imply that the fall was really his fault.

it depends on what you mean by God, and what you mean by Good/Evil.
if you see a choice, of:
Kill this Little Girl in the next 5 seconds, or not. then the answer might seem rather obvious.
if you see this as a fragment of a much greater picture, say, "and if you don't, then the entirety of the human race will be unquestionably, absolutely destroyed, 5 seconds after that.
then suddenly its essentially evil *not* to do the thing, that when looking at just the partial fragment, appeared evil.
Good and Evil are a matter of perspective. most people if given the chance to go back and sneak up on elementary school age hitler, with a gun, and then pop back to current time, what would most tend to do? if you only looked at it as "a person sneaking up on an elementary school kid with a gun and shooting him dead" this looks evil, but most would see this, knowing the larger picture, as a good thing.
but looking at an even greater picture, if it wasn't HIM then the same events might have occured, but happened differently, and come out even worse! thus making what, in our CURRENT hindsight, would appear as Good, and in the moment's fragment of view, would seem evil, actually be evil , by a future-hindsight, by it being a worse outcome than the first one.
a Truly Omnipotent God, is entirely above Good and Evil, beacuse with absolute awareness, everything simply boils down to one step in a chain of infinite possibilitys and varietys of infinity.
every action has potentially good and evil outcomes, and sucessive outcomes... ect.
I highly reccomend the movie Butterfly Effect as one that starts to edge on this understanding of things.

That question has been addressed many times before and I'd say that the answer to it depends on where your perception is focused. From my point of view, God in his/her/it higher aspect is One, beyond any kind of polarity (light/darkness, good/evil, positive/negative). However,God in creation becomes dual for our sake (without losing Oneness), for at all levels in creation everything is bipolar. At first, for example, spirit and matter (God the Father, God the Mother) become polar opposites (from that event the belief in matter being evil is rooted). The thing is, the more removed a specific level or plane in creation is removed from pure spirit, the more dual life at that level is, and the veil dividing Oneness from duality becomes thicker, and created beings experiencing that level are more likely to succumb to the illusion of duality and of perceiving one thing as good, one thing as evil. From that illusion also emerged the belief in a God of Absolute Goodness and an absolutely evil counterpart (Lucifer, the devil, etc etc) fighting for our souls. Even if there was a being that created evil, it's necessary to remember that God him/herself,knowing it all, knew that that created being was going to do that, and allowed it. Just as in the story of Job, where the devil has God's permission to bring Job to his knees. A very evil God, viewed from a dual standpoint, huh? Anyway, as long as there's creation, there's duality.

Jesus said no one is good, except God. Luke 18:19.
This means that there is no unrighteousness in God the Father, and his good example, is for us to reflect the image of. Romans 3:26.
Even though we are imperfect we can try to give God glory, having our sins, covered by Jesus. Romans 5:1; 1Cor.10:31.
Read Isaiah 14:12-20; and Ezekiel 28:11-16, which seem to refer to Satan, and also his end at Rev. 20:10,14.
The earth belongs to God, and he has set a day to shake the earth and remove wickedness and sanctify his name; the EARTH will even be shaken out of its place:
Isaiah 13:9 Look! The day of YHWH is coming, cruel both with fury and with burning anger, on order to make the land an object of astonishment, and that it may annihilate the lands sinners out of it.
13) That is why I shall cause heaven itself to become agitated, and THE EARTH WILL ROCK OUT of its place at the fury of YHWH of armies and at the day of his burning anger.
Judgment of willfull sinners shows love and goodness.

God is not evil. satan is. Just do his commandments and all will be good with you for if you sin and do not repent and if you do not believe that Jesus died on the cross for us, raised from the dead and is seated on the right hand of God, then dude there is fire and when i say fire, i mean fire waiting to consume you.
