My ex just broke up with me and doesn't want to give me my stuff back right away. She told me maybe sometime next month. She also won't pick up on the phone when i call and won't text me back to give me any kind of closure. Is she holding off on giving me her stuff back and giving me closure because she's unsure of her decision?

sounds like it to me.
when i am done i give back almost immediately.
i know someone who still has things of their recent ex, and it's because if they don't give them back, just yet. that they know eventually that person will ask for them. letting the littlest bit of hope of contact.
i have something of my ex's but not for that reason. he is more than welcome to get it. i can't get it to him, and it's not in my way. kinda like him....outta sight outta mind.
but that may very well be the reason she's hanging on to it.
i dunno?

Buddy, maybe she likes your stuff and hopes you'll forget!
If she isn't returning calls/texts, she doesn't want to talk...yet, if at all. It sounds to me that she is distancing herself from you to think about her actions.
That said, get rid; she is playing a game. She is testing the waters to see if anything is better out there. Don't contact her anymore. Wait until the 30 day mark and contact her stating you want your crap back and if she can't drop it off / you can't pick it up, leave it at a mutual friend's place so you can get it.
Forget this girl and steer clear of females like her.

No she is playing head games. Or maybe she is seeing somebody new and trying to decide who she wants to be with, so she is keeping you on the backburner wondering what is going on. Don't call her!! She is probably getting off on it.
