If you dont pay and the police have 6 months from the day of the offence to summons you to court and you can argue it there, however if your found guilty you will get the 3 points £60 fine plus court costs on top.

I don't think there is a limit in the time he can take, but as he obviously didn't see who was driving (and tricked you into incriminating youself) any half decent laywer could get that ticket overturned, providing you can afford the lawyer.
Fight it - I think you've a chance of getting off!

up to three months if you are caught on a speed camera so i would think that the same applies to anything else, as long as they have proof they can do you for it for up to 3 months later
