my hair is flat and straight on top but half way down it gets really wavy and does't match

Yes.
Many people get what they call a "partial perm". Perms give added volume to flat hair. In your case it would definitely even your texture while producing more volume in the crown of your head.

Partial perms are definitely offered. You'd have to see your stylist to see if it would work for your specific situation.
