The problem is that you have defined beauty by looks - by what appeals to you physically - then assume we all see beauty the same way. We don't.
There is a woman in my kids playgroup that I met a couple of years ago and to be blunt about it, her looks were a turn-off. She didn't have very good skin, her face had no attractive features, and she wore no make-up. But my assessment of her beauty changed within a few minutes, right about the time she smiled at me and began to speak. Her soul, her personality, are so charming and beautiful that within just a short conversation, I'd have put her into the "beautiful people" category and wonder why I ever thought differently.
Or me, for another instance. I'm fully aware I'm not attractive to most people, there is nothing special about me to make me one of your "beautiful people". But if you ask my husband if I'm beautiful, he'll say of course, can't you see? To him, I'm prettier than any other woman he knows.
So, I think that perhaps you have a misguided sense of what beauty is - sure they might have attractive looks, but what happens when they speak? Does wisdom come from their mouth or just the stench of idiocy?

I don't want to make this a GOD thing but I will make it an evolution thing. Look at "cavemen" which were prehistoric humans. Now would you have had sex with a caveman or cavewomen with your knowledge of what they look like. Hopefully you said no but because the idea of beauty has changed overtime this makes this true. Beauty like everything else evolves. Just 500 years ago a larger woman that was more curvy was the ideal beauty of the day. It is evident in paintings from the renaissance and even further back.

Those that most of us find attractive are actually those who have more "average" features than others.
A study was done several years ago about why we feel someone faces are more attractive than others.
They measured the facial characteristics of several points and averaged the results to create the image of this average face.
The face was that of a woman most everyone thought was beautiful.
Also, I think some would agree that certain pit bulls might be considered ugly. But does a pit bull look ugly to another pit bull, or to it's owner?
God does not create beauty or ugliness. It is us, and only us that interpret beauty by our own prejudice.

The attractive features of this world are created by the illusory energy of God.
For example the so called “attractive” bodies of the movie stars and fashion models are made by the same obnoxious material elements (blood, bones, skin, flesh, puss, urine and stool) as the bodies of the so called “unattractive”. The sane and sober persons are not deluded by the illusory beauty of this world and they turn their attention to the eternal, spiritual reality which is the ultimate abode of all beauty and attractiveness.

Actually, we don't all know what attractive is. Attractive changes according to era, culture, and other factors.
In the US, thin has been in since the 1960s. Prior to the 1960s, a more voluptuous figure was considered attractive (Marilyn Monroe, Jane Mansfield).
If you go to some of the little countries around Malaysia, obesity is considered beautiful. Little girls are force fed sweetened, condensed milk and millet to gain weight. Being thin is considered a sign of poverty.
In some parts of the world tattoos are considered a sign of beauty. In some places missing teeth are considered beautiful.
Your entire concept of attractiveness is just that. Yours. To God, all are beautiful.

No one is unattractive - what you think may be unattractive, the next person thinks its attractive.
No one is thee most handsome or most beautiful person in the world - because thier is always someone more beautiful then the next ( meaning God creates endless beauty)
As far as celebrities are concerned - you will never know how they truly look because they always goin for plastic surgery - adding layers of make up to thier faces.
Beauty comes truly from within, i believe if you a person with a terrible personality eventually no matter how stunning you are , your bad personality eventually shows & people start seeing through the nice face & realize you really not that nice.
So start beautifying yourself from within & the outside will automatically shine

If I assume that God exists at all, how presumptuous are we to decide what is unnecessary in this world?
Once, ages ago, people considered neolithic Venus pretty.

Is what we are used to consider beautiful, really beautiful or is it just in our minds? A shape, a texture, a glamour, an image, set as a standard which we follow without even questioning?
My post is more a yahoo question than an answer, but its worth to think about it.
It could be a cliche, but kindness and inner beauty are worth more than attractiveness and sex appeal.

that is part of the fall. but there is someone waiting for you that you will be captivated by and even a so called "ugly" person will have the same experience. she will find true love. so God didn't make unattractive people you are just not attracted to them.

Assuming that there were a God who created unattractive people, I imagine it would be to make the point that beauty is skin-deep. Being aesthetically beautiful on the outside does not make one beautiful on the inside, which is where beauty really counts. As the Moses of the movies once mused, "there is a kind of beauty beyond the senses." Don't judge a book by its cover.

Nobody is unattractive. everyone has someone out there that is just for them. The unattractive are those who believe that their beauty supasses anyone elses. Satan was beautiful, and he loves using beauty as a tool to mislead the people. All are beautiful. Yes you are too.....

Divinity allows you to believe that some people are unattractive.
Humans are the ones that judge who is smart or stupid, healthy or handicapped, worthy or worthless, strong or weak, creative or dull, wise or foolish and beautiful or unattractive.
If Divinity does not judge, who are you to hold these standards? You might as well ask why stinging nettles can grow near roses or why there are mosquitoes as well as butterflies?
If you were G-d. I am sure that you would create everything to be beautiful and perfect. At least it would be in your eyes. Perhaps this is true for Divinity with the way the world is now.
