What makes someone tough is the ability to deal with what life throws at you and make the best of it. In order to be tough you must have had a lot of different life experiences that thought you to be a fighter and a survivor. For myself it is the ability to remove all the stupidities of life and focus on the important things. Hard work and honest living is my way of being tough.
ps : I look at being tough as a positive thing.

Someone who is tough never gives up and always keeps striving for better. Weak people give up on life.

It depends. Sometimes it can be someone that was abused as a child or bullied and had enough. Someone who's mom or dad didn't coddle them constantly.
