Because beggars don't know how to use money. If you just give money to them, they'll just spend it on drugs and use it for crime.

EDIT:
I'd like to make a couple of more statements on this subject if I may...
I have been asked on the street for money to buy food and I have never turned anyone down unless I myself don't have enough money(I live paycheck to paycheck). Although most times I don't give money but I buy food and give it to a hungry person..I've been hungry and I know what it's like.
As far as a beggar wanting money for something else and using hunger as false pretense you will know when you offer to buy food and they turn it down.
One Time I was on my way to a rock concert and man asked me for a dollar..I asked him what he needed it for..and in all honesty he looked at me and said" It's happy hour and draft beers are a dollar and I could really use a beer."
seeing how honest he was I laughed and said.."Well I can't deny a man a beer now can I?"
I gave him five dollars so he could have a couple beers and play a game of pool I gave him half of the smokes I had left in my pack even though he never asked.
To this day I always say But for the grace of God I'm not on the street.
Just because a man has no money and has no place to go doesn't mean he has no feelings.
I was glad that I gave this person to walk in and order a beer and interact with others like a normal human being even if it were only for a couple hours.
Who knows what this guys story was...maybe he once had money or maybe he lost his job that week...whatever it was...
I'm a strong believer in karma and I would hope that someday if I really wanted a beer someone would be kind enough to buy me one.

I not going to say what you are doing is wrong but what is the difference from a beggar on the street and one who takes welfare money and CAN work. I need help because I can't see the difference.

Barring a few exceptions, I discourage people giving alm/money to beggars.
It is a disgrace to give alm to another human being. We make them lazy and make them more and more dependent. In India, beggars exploit others by evoking sympathy by many inovative ways and religeous mimics. If you go into analysis, most of them are materially comfortable than the ones who give money.
Anyway one has to use his dicretion when giving money to beggars.

I have given money to beggars, but I am reluctant to do so. If I knew the money was going to purchase food, I wouldn't mind at all. But so many times, it is spent on cigarettes, booze, or drugs.
I knew of a person who kept emergency packages in his car - nonperishable items like tins of crackers, fruit, tab-top cans of beans, meat, etc. He would pass these out to those who carried signs like "Broke and Hungry."
I thought this was a good idea for those who were truly hungry.

I don't carry cash on me, so it's easy for me to say that I don't have any. I did feel bad the one day when I was approached in a Safeway parking lot at 6:30 a.m. and the guy just wanted a buck for the bus so he could get to work. But I seriously did not have cash on me! That was one of those rare times that I would've helped out someone begging for money.

Though i am myself like you, with a little difference I give something to the deserving who are handicapped, and their living itself would be a torture.blind ,aged likewise on humanitarian basis.after all god has not given us such a pathetic life.we die for money for our up gradations in life.when they are not even in position to earn for their living,we the better ones have to give when we come across one bitter.however i still hate beggars who chase us ,even-though they are visually healthy.may they do not have source or job or opportunity to earn.you may at least donate to some genuine institutions like red cross or other.just think if we are in their position or driven to their position from our Early life,your view would be about those who do not help,as "heartless'

Because you are not aware of a simple fact of life; Your kind of self-righteous pomposity will come back and haunt you someday , You may not believe me But I know that someday it will.
I give 10 bucks a week to those who ask me and occasionally buy somebody lunch. I know that while the 10 bucks may not mean a whole lot to me It may mean a whole lot to those whom I give it to.
If a person is going to play God and judge whether another person is worthy of a couple of coins I think that a benevolent god is a better choice than a malevolent god.
