when i click the icon it doesnt open what do you think is the reason and what can i do to fix it help!!!!

There are too many reasons, that this happens in Windows.
This can start from Network drives, that are not connected, or programs from CD's that aren't inserted anymore. Basically everything that causes the Windows Explorer (of wich the Taskbar and Start Menu are part of) to wait for an answer, will cause the Taskbar or Start Menu to stop working.

You might try the following to find out other problems: Start the Task manager by pressing "Ctrl+Shift+Esc" (the 3 keys are on the left side of your keyboard. CTRL in the lowest left side, Shift above and Esc at the top left).

Click the Process tab and sort the list by clicking twice on the CPU column. Everything that isn't named "Idle Process" causes the processor to work hard and take away processing time to open the Start Menu.

Find out which program slows your PC and try to get rid of it.

Have you tried to launch start menu with the keyboard? Press Win key or Ctrl+Esc to launch the menu. If you see it now, probably you have the Auto-hide task bar checkbox set in the Start button properties. Right-click on the start button, choose Properties, switch to Taskbar tab and uncheck the checkbox. Chances are, you have resized your task bar down to the out of the viewable area. Point your mouse to the screen border where the task bar should be located, wait for the mouse cursor to get the resize pointed, click with the left mouse and drag the mouse up to pull the taskbar out of cage. If it doesn't helps, try to restart explorer process. Press Ctrl+Shift+Esc to launch the Windows task manager, switch to the Processes tab, click on the explorer.exe process within the list and click on the End process button to terminate the process. Now launch the task manager again, choose File|New task, enter explorer.exe and click OK in the dialog to launch the process again. That will get explorer restarted. Please, make sure, you've closed as most your open application as possible and saved your job.
