One helicopter can't carry too many people, and it is unlikely to be able to get many helicopters on demand, even in an emergency. Even if it is, the rate of evacuation is almost certainly going to be too slow to be of use.

I guess it would depend upon why your evacuating a tall building. If it's on fire it might be less likely due to rising smoke and such. It would of been nice if you were more specific on why your evacuating the tall building.

Other than fire and an unusual roof style then yes lots of buildings in big cities have helicopter pads on roof tops.

after the fire in Las Vegas, when a National Guard Unit just happened to be passing a burning high rise, many municipalities require provisions for landing helicopters on the top

Did you mean helicopter?
If so, no. don't rely on air transportation . Fires can reach aircraft, except in the very early stages. By the time they can reach the area, it would probably be too late.

it is possible but not likely if you are going to use one i would suggest useing it only for the higher stories because you would have to be stupid to defend on a halicopter to evacuate most of a building

Not always... like, for the World Trade Center, the fire and smoke kicked up high winds and blinding conditions, making it impossible for any helicopter to get near the roof.
