Sorry, I have just read the question again. You're asking what the allowance is coming into the UK if duty has been paid in Penang. Essentially, the allowance are the same as duty free. You may have paid duty in Penang but it is free of UK duty. Hence you only get the same duty free allowances regardless of how much duty you have paid in Penang.
