OBD II computer will not read because your's is OBD I.

Will not start due to either: No fuel or No spark.

Fuel check: under hood, driver's side attached to fuel rail is a Shraeder valve with cover (like a tire valve). Remove cap and depress valve stem. If just your finger gets a little wet with fuel then there is an issue with the fuel pump. If it soaks hand and gets in your eye then fuel pump is fine.

Spark: pull a spark-plug wire off one plug. Insert screw driver into wire-end, hold metal shaft of screw driver near the engine block (or any large metal attached to block), have friend crank engine, should see spark arc from screw drive to grounded metal, and you're likely to feel the spark in your hand. Should wear thick rubber glove and be sure no part of you is in contact with the vehicle. -I'd sure like to know a better way to do this test when stranded on the side of a deserted road 'cause I hate to get shocked!

obd II wont work unless there is a check engine light on the last time you drove it.If there was a light on did you turn the key on when you were checking it?I work in auto parts and from my experience its either a fuel pump or fuel filter (check to see if the pump runs when you turn the key on) or an ignition moduel. these are the most common probs on jeeps

A failed Crankshaft Position Sensor will cause a no start. If you don't have any spark, check there.

check fuel pressure and fuel filter this is probably the problem. You may need a new fuel pump.
