Actually yes! Patella or kneecap is present in infants like other bones of human. But it is at first more cartilaginous and then ,after birth, gradually during the ossification it will change to a complete bone. The place of this bone is constant.

The patella is not formed until about 4-6 years of age.

They are a sesamoid bone and starts as cartilage that later ossifies.
