Loosing weight is largely a question of eating less calories. Eat more high fiber food, and less calorically dense food. To firm and tone muscle, do many reps with light (or no) weights. (like aerobic exercise) to build muscle, do few reps with heavy weights.

You can try what the contestants in beauty pageant do. It helps to make their thighs firm and skinny.

Wrap you thighs with cling wraps. I am not sure if it is called cling wrap. This cling wrap is the thin plastic that is used in supermarket and home to wrap food.

Wrap your thigh tight and then go for you workouts. It will make your thighs firmer and therefore thinner.
