Woah Nellie! I wasn't going to respond because I thought I had nothing to add, until I looked at the pix! I'll tell you my experience, It may or may not be related, but a different perspective...
When my son was about 4 he got a "blister" type thing under his chin. It grew. I waited for it to go away. I didn't think much of it until I asked a friend with lotsa kids. She said go to DR, like you did. The general practioner scratched his head and called in 2 other doctors. they didn't know either. thank goodness they sent me to a throat nose and ear specialist. It turns out my boy had probably fallen, bit his tongue on the bottom side and allowed for bacteria to enter, get into the lymph glands and get very infected. The bit tongue was probably minor and my boy never reported it to me. This infection was surgically removed (well it popped the morning of surgery from violent upchucking due to the infection in his body now) So the surgery cleaned it up, and we probably got strong antibiotics, I forget now it's been over 10 years.
SOOOOO, I would consult with a specialist, a podiatrist. Someone who knows feet and all the things that can go wrong. Who knows, it could be an infection that simply needs antibiotics? Best of luck to you and your child.

Is she wearing thongs? That blister is in the location of the thong
thing that goes between the toes.

If it is not, that it is strange.

I am a Grandmother and if this were my child I would put on some Neosporin on her feet and between her toes especially and some light socks at bedtime.

Did this start after she got new shoes of any kind? Or maybe new socks, it could be some sort of an allergic reaction.

I know you are not suppose to do this, but, I would take a sterile needle and poke it and treat it with the neosporin when they show up. It is odd. I'm sorry to say I have no other suggestions.

Good Luck.

See another doctor. One opinion could be wrong, but you should seek a second opinion. Do it now before this could turn into something worse.

all you need to know, print and take with you to the doctor!
don't let them dismiss this as something as simple as "shoes" being the cause!
