Any time you are concerned about unusual behavior by your pet, you should always consult your vet. Frequent drinking of water can indicate urinary issues, the panting might be heart-related. Your dog needs a medical evaluation by a professional.

Do you mean she's not overweight, but you're still worried about her??
If so I have noticed the same thing happen with one of my Chihuahua's for some time now. She is only 3 years old and is definately not overweight (..and doesnt have a thick coat or anything) and I find her open mouth panting for no reason sometimes [Before the only time i MAY see her like that is after running around for 30mins at a park with another pooch etc - and thats not on every occassion, sometimes she doesnt even pant after that, but she's different now] anyway your question caught my eye as I was interested in seeing the answers you get, but just thought that you might have meant she is NOT overweight, but youre still worried. not that she is overweight, [because that may make sense with the panting then ;-) ]
Good luck with your answers! :)

In a 13 year old dog that is obese and drinking more than normal the likely cause is diabetes, followed by a possible kidney infection or UTI .
You need to take her to the vet and he will quickly determine if indeed she is diabetic. If so this can be handled quite simply.
The panting may well be due to the water craving/diabetes itself.

No, not at all. For one the weight is not good, she may be having heart problems with the panting. Drinking alot of water is a sign of diabetes, unless she has eaten something salty. Speak to your vet he will advise you on how to handle these problems if that is what is wrong with her. I had a dobie that had diabetes and she lived to be 18! So, do not worry just get the proper medical attention asap!

Bring her to the vet for a checkup and have blood tests done. Amongst the other things people have listed, she could also have Cushing's disease. Increased thirst, panting, and pot belly are symptoms. Only way to find out for sure is take her to the vet.

It sounds like a respiratory problem. I think it would be a good idea to take her to vet.
