The science has become so advance that a tooth removal is rarely done in today’s dental practice. There are various procedures by which a natural tooth can be still retained in the oral cavity. But few instances where the tooth is extremely mobile and has lost its support it is removed. Otherwise tooth is removed in orthodontic treatment in order to create space for aligning the other teeth in the mouth. It is also removed before any radiotherapy is given to the jaw and malignancies of the jaw involving teeth.

when any teeth decayed, moving due to any old accident.but if it's paining a lot and there is no treatment except removal.
well, for the pain, medicine is good no need to remove.
remove only in that case, if that spoiled teeth might have chances to spoil another attatched teeth.
and remove any moving teeth(which is caused by any accident), because its always feeling not good in mouth.
if posssible,if there is any treeatment, without removing, that is the best.

If you are talking about a adult tooth you may want the advice of a dentist, if it cant be fixed, then it will have to be pulled, remember if you leave it to long, you may damage the ones next to it.
