While I am not familiar with any natural products that might help, I am familiar with some techniques you can do (this avoids the problem of possible allergies).
DAILY MASSAGE - This will help to stimulate the skin, improving blood flow throughout the scalp.
GET A MASSAGER - Prefferably one that covers a moderate area of scalp, without being too small or too large. One that I use on my scalp is palm sized, and has three legs with soft pads on the bottom (I think my wife bought it as Gottschalks). It only uses 3 AAA batteries, and does wonders for me. You have to get a massage on the head to improve blood circulation.
You can try an Indian Head massage. This is a traditional form of massage therapy from India. It is said to help improve blood circulation thereby clearing headaches, improving hair texture and deal with hair loss.
I'm not sure where you stay but you can check with the various massage spas whether they offer this in your locality.

Massage is the best way to improve circulation. If you use 'Arnica Gel' that, too, helps circulation and significant results have been achieved in helping overcome baldness in men and women. (common in Spain)

Just give yourself a daily scalp massage! (Or more than daily, if you like!) It feels delicious. Simply take your fingertips and massage your scalp gently. It relieves a lot of tension, as well. You'll love it.
