PAL dvd's aren't hard, many players do the conversion automatically. Video tapes however, you will need a special player, a multizone player such as the Samsung DVD-V6500
Multi-System DVD/VCR Combo.

If you have just one tape, it'd be cheaper to find someone who can make a NTSC copy of it for you.
