I'm not sure if it's ok, but it's very commong among teenagers, even older people. May be he has nothing exciting in his life right now. If it bothers you, why don't you ake him out? You can see movies, have a lunch together or other fun stuff.

as long as he is on good informative sites it is fine
but if he is surfing for porn or net sex its not a good idea
