Generally, NO.
But if you are persicuted and can prove that you are bing persecuted unjustly, then its possible, and depending on the country which you are applying the assylum.
In most cases, you will not be granted, though.

I believe you might be in one of 2 situations:
1) You are being persecuted by your home country and you are still in your country:
definitely not. If you are being persecuted by your home country, why are you still there? You should be trying to flee your country. It is also against the definition of refugee which says that you have to be outside the country of your nationality.
2) You are living in your country but you have been persecuted by a different country - most probably the one where you have been living in for a long time.
I'm quite sure that you cannot apply for asylum. The whole point of asylum is that you are asking a country to give you protection. If your home country is not persecuting you, then as a citizen of that country you are entitled to protection. Therefore you cannot get asylum from another country as you already have protection.

You can try, but this time Bush/Cheney threatened Canada with economic ruin. Plus the bastards wrote secret laws that say "Homeland Security' has the POWER to enter any sovereign county where they thing draft dodges may be hiding and track them down.
