Well it means Miss Thing if you walk around like you think your all that than it is a insult but if you are sweet and they think you are cute or pretty it can be a compliment.Or if you dress nice.lol

that title is usually given to girls who act like divas. this could be a compliment or an insult depending on who you are, but i think i'd take it as an insult

It's not a compliment. It's derrogatory and saying you think of yourself as quite the diva and you're impossible to please.
