Knock outs a caused by snapping the neck back quickly. The chins a nice enough target to put the most pressure an and turning the head. A strong neck usually equals a good jaw.

A fighter can get knocked out with a single blow because there is a connecting tissue from the jaw to the brain. If you clock the prson just right with the proper amount of power, you can knock him out cold. No matter how experienced the fighter may be, he can still get knocked out if he is hit in the jaw. The only way you can prevent that from happening is not by strengthening your jaw. You have to train how to avoid being hit in the jaw. Especially avoid lunging punches.

Behind you ears, is a bony ridge that protects a bunch of nerves. When you tap the point of the chin, it drives the jaw bone into those nerves, and causes temporary paralysis (a ko). It is amazing how little force is needed.
