Should she inform the creditcard companies or the authorities. I dont want her to have to pay for any of this she does not deserve this!!!

Next she needs to contact the authorities and prosecute him for identity theft etc. Honestly I think this is the only way she is going to get out from under this debt. If she refuses to prosecute him tell her to get ready to make payments.
