To answer your question, yes, it is excess ink releasing with some of the dead skin cells that is on top of your tattoo. This will continue to come off in various appearing ways, ideally, like a peeling, but that does not occur for a few days.
Whatever your artist told you to use, be sure you are putting a very, very thin coat on it. It should not be apparent on the skin so as to collect bacteria.
The ONLY reason petroleum based products would ever pull ink is if too much is kept on the surface of the skin. People are of the mindset that if a little is good, then a lot is better. I don't use them simply because of this and A&D also contains lanolin and people occasionally react to that; but tattoo artists have been having their clients successfully heal tattoos with it for years.
As the saying goes, less is more, so just use a thin film. Also, realize it takes time for your tattoo to appear "normal" so you will be going through many changes over the next couple weeks.

well, the good news is your tattoo will take a while to heal, so any weird changes are PROBABLY going to be normal, HOWVER...i would strongly recommend you NOT use a&d ointment!!! top end shops will advise you not to use this on a new tattoo, it does suck the ink right out of the tattoo, leaving the healed product not as bright as it should've or could've been.
instead, use a curel or lubriderm unscented lotion, or the produt made specially for new tattoos, h20cean. these products alone will keep your tattoo looking fresh and end result, brand new. of course you need to wash it 2-4 times a day with a DIAL soap only, and use the lotions 2-3. it's your tattoo, decide if a few more bucks for care is worth it! it's permanent, i think it is!

Lay off of the ointment. I does not have to be smothered, in fact, that's what you are doing to the new tat. It is a wound. It needs to breathe. Everyone has their perfect after care method. If you are going to use ointment, use bacitracin, only enough to keep it slightly moist a couple of times a day and right before bed.

Your body will push some of the ink out esp. when you bleed. If you keep it moist you will keep it from scabbing and sticking to the bandage. When it sticks this will open the scab and allow blood to push the ink out too. If your a bleeder like me you might have to get it lightly re-done so everything looks even.
