This being said, this is a bad idea! When later on you find out you executed innocent individuals, what will you do? (That isn't taking into account that there are individuals that do make false allegations--I'm not saying that is the norm, but it does happen.
It would be more beneficial to demand legislation that all rape kits be processed. MOST INDIVIDUALS DO NOT REALIZE THAT, AFTER BEING COLLECTED AT THE HOSPITAL, MOST OF THESE KITS SIT ON SHELVES COLLECTING DUST AND
DETERIORATING UNTIL THEY ARE USELESS!

I agree and I will sign a partition. Constitutionally you as an individual can write a piece of legislation and submit it to the house of Representatives. (Of the top of my head I might be confusing the US and Massachusetts Constitutions up you will have to look into it.) And than it has to go Thur the house and senate if it doesn't get killed their and the president doesn't veto it then it becomes law. Unfortunately the Supreme Court has rule capital punishment for any reason other than murder "cruel and unusual punishment" (It historically is a common reason for the death penalty-rape that is.) Constitutionally the executive can act against the high courts recommendation because the court dose not have the power to interfere in the executive realm and the will of the people made it law. Nevertheless, since the prevailing legislative view on the matter is that the supreme court has the ultimate say in all matters you would need to amend the constitution. Your amendment has to be approved by I think a majority of the both houses and 3/4 of the states within 7 years I think.
A good amendment would outline what cruel and unusual meant and should (to gain a popular support* have specifics about Murder (1st degree only), Rape and forced Sodomy, and "Child-rape and molestation*, treason and the like.

Ignoring the fact that I think such a proposition is idiotic...
1.) "America" will never pass this law, as penalties of this sort are decided by the states. The best you can hope for is to convince your state to pass such a law.
2.) If you want your government to do something, you must tell them so. Write to your congressperson. Then call. Then set up an appointment. Gather a group of like-minded people and get them to do the same. Start a petition.
3.) Continue to vote for people with the same ideals as yourself.
4.) Hope like heck that people like me, who are opposed to the death penalty in all circumstances, don't catch wind of your campaign.

Not possible. 1 person cannot make a difference. If you don't have thousands of people supporting the idea and millions of dollars to get the law written, publicised and known to enough people it won't pass. Besides the legal system considers the death penalty for non-death related cases to be excessive punishment...and until that part of the law is repealed, deat penalty for rapists won't happen. Besides laws and punishments are not a deterrent to criminal activity and acts of violence anyway. Time to simply give up and let things run their course without interferance.

Under the Islamic shariah, a man convicted of having raped a woman, is given capital punishment. Many are astonished at this ‘harsh’ sentence. Some even say that Islam is a ruthless, barbaric religion! I have asked a simple question to hundreds of non-Muslim men. Suppose, God forbid, someone rapes your wife, your mother or your sister. You are made the judge and the rapist is brought in front of you. What punishment would you give him? All of them said they would put him to death. Some went to the extent of saying they would torture him to death. To them I ask, if someone rapes your wife or your mother you want to put him to death. But if the same crime is committed on somebody else’s wife or daughter you say capital punishment is barbaric. Why should there be double standards?

United States of America is supposed to be one of the most advanced countries of the world. It also has one of the highest rates of rape in any country in the world. According to a FBI report, in the year 1990, every day on an average 1756 cases of rape were committed in U.S.A alone. Later another report said that on an average everyday 1900 cases of rapes are committed in USA. The year was not mentioned. May be it was 1992 or 1993. May be the Americans got ‘bolder’ in the following years.
Consider a scenario where the Islamic hijaab is followed in America. Whenever a man looks at a woman and any brazen or unashamed thought comes to his mind, he lowers his gaze. Every woman wears the Islamic hijaab, that is the complete body is covered except the face and the hands upto the wrist. After this if any man commits rape he is given capital punishment. I ask you, in such a scenario, will the rate of rape in America increase, will it remain the same, or will it decrease?
Implementation of Islamic Shariah will reduce the rate of rapes
Naturally as soon as Islamic Shariah is implemented positive results will be inevitable. If Islamic Shariah is implemented in any part of the world, whether it is America or Europe, society will breathe easier. Hijaab does not degrade a woman but uplifts a woman and protects her modesty and chastity.

you could get a petition, and/or suggest it to your Congress man or woman, but problem is, that we live in a society where rape culture is the norm. The law would never pass. People are too stupid about what rape is to pass it.

You can track down sexual predators online via a county or state website. Then kill them yourself. Don't worry about getting caught. Jurors are likely to be more sympathetic to you than a rapist. If I was on a jury, I'd let you go.
