It totally depends on the type of school.
If a school is private, the government has almost nothing to do with the final cost (although some tax breaks allow them to save a little money and help keep costs lower than they would be). You can complain, but I'm sure they won't care. Prices are going up 5-15% a year and demand still outpaces supply (more people are willing to pay these high costs than there are actual spaces for them in the school).
If a school is public, the state legislature and governor are responsible for setting maxiumum tuition increases and the school's local governing board decides how much to raise tuition within that range. It may not do too much good to complain about public schools being too expensive, either. They usually cost less than half of what the private schools cost because tax payers are contributing huge amounts of money to the school, allowing it to charge less to students than it actually costs to operate.
Tuition in a state-school is also a function of the general cost of living and doing business in that state. If real estate, wages, and taxes are high, the cost of tuition will be higher as well. So public college in California or New York will cost a lot more than public college in Florida or Texas.
