My little chihuahua (about 4 lbs) is shaking I think she is cold but i am just right as far as tempature goes im not hot or cold is this normal for her to be cold when im not?

Feel her ears.. If they are not cold, then she is not cold.
Many Chihuahuas will shake because they are happy, afraid, cold or anxious. They will also shake when they are experiencing low blood sugar, so it may have been too long between meals. Shaking doesn't usually mean the Chi is ill.
She needs a sweater when you need a sweater..
My own Chihuahuas were not shaky, but I sure know MANY who are.

Some dogs shake when thier nervous or excited.

Feel her paws. Are they cold? If they are then she could be cold even if you aren't. Try wrapping a small blanket or hand towel around her to warm her up. At 4 pounds she doesn't have much fat to keep her insulated.

If she doesn't seem cold, nervous or excited and the shanking continues, call your vet. Shaking can be a sign of something more serious.

Chihuahuas shake when they are cold, nervous, frightened, excited, happy... They are real little shakers and sometimes its hard to differentiate between shaking because its cold or because of something else. You just have to use your common sense really. Obviously they feel the cold much more than us, but if it isnt cold, it is most likely for some other reason.

Normally dogs will shake when they have a cold, yes, but also when they are scared.

Try to make sure that there isn't anything around that might frighten your little chihuahua.

Little dogs just get cold easily. Try warming up a bag of rice in the microwave, wrapping it in a towel, and putting it in her doggy bed. It will help keep her warm.
