Dogs, by nature like to chase rapidly moving and furry things smaller than they are, which is the job description of a cat. So, potentially there is a problem. But, dogs and cats, like humans, are not driven by nature alone. There is also a learned component to what they do.
Although cat like adventure, but you have put your cat into fear everyday.
You may buy a 8" cat tree or any tall furniture or build a catwalk path high up, so that it can jump up to hide and feel secure when it chase by your 2 dogs.

the dogs chase the cat because it is a different type of animal and to stop the chasing get the dog and cat to know each other.

Watch 'Dog Whisperer' on the National Geographic channel or read Cesar Millan's book 'Cesar's Way.' He addresses that problem with dogs misbehavior with other house pets. Google his name and you will find his website.
To sum it up you let your dog know you are the alpha, the cat is yours and his behavior is out of line. Startle him with a sort of jab (not hard enough to hurt) with your fingers on his shoulder and say sssht! Do it when he starts to go at your cat. It will startle him and get his attention. Then correct his behavior. It's amazing how his method works. It works with my dog for disciplining every time.

scold your dog every time he chases your cat, and dogs are jealous when u pay attention to your cat and they are not emotionally intelligent enough to hide and they make it public by chasing the cat -

Every time they do this, tell them to stop. If it does not work, trow them outside, and then repeat this. If they see what happens when they behave this way. it will stop. I tried this with my dog, every time she barked at my cousin, she would be put outside, then she learned to behave...so hope it works for you

Invite an asian person over and cook one of the pets in front of the other two. You're setting an example and getting a delicious chinese dish at the same time. Everyone wins (well, except passe stereotypes, they lose)
