I think that it does, but I think that the meaning behind it could branch out into other areas of life also. We're all required to follow some kind of rules -- whether its those determined by religion or those determined by the government. People who just can't maintain to live within a certain set of boundaries usually end up dead, or incarcerated. However, I think the quote stresses that in order to be productive human beings, we have to constantly question things and not always allow other to think for us. We must have thoughts and ideas of our own.

Those who can not do what they are told sounds like a faithless or rebellious person to me. Could even be an atheist.

Those who can do nothing else sounds like a brain-washed or prideful person to me. Could even be a religious fanatic.

It depends how you want to apply it. I would say its applies to a lot of groups. The main one would be the work force. People who need direction, and people that cant perform the tasks that they are assigned.
