It means he probably likes you but he is socially awkward and not confident enough to speak to you. It means that he might seem interesting to you now, but when he opens his mouth he will disappoint you. Best advice is not to concern yourself with guys that don't have the stones to talk to you. Waste of time, you won't like him.
