Spot reduction is a myth. Your body type is genetically designed to hold fat in certain areas and you cannot reduce fat from specific areas by choice.
So doing crunches to reduce the fat of the abdomen will not work.
But you CAN reduce the overall amount of fat on your body, and this may come off everywhere, including your abdomen.
To lose excess body fat, reduce caloric intake and increase physical activity, as advised by your doctor.
Waist size and body fat percentage are important signs of physical health. Female waists above 35" have been linked to increased risk for cardiovascular disease. Having a body fat percentage above 30% (described has obese) is also liked to adverse health risks.
That being said, you are only 13 years old, so unless you have a health problem, why worry about it? Many of today's magazine models and some actresses are very underweight, so much that they look like gaunt shapeless men on stilts. If you want/need to lose weight, why not strive to be healthy first? That is the most attractive thing someone can do, in my opinion.

Based upon consults with doctors and trainers, here is what I've learned about exercise and weight loss. You should verify this information for yourself by talking with your doctor or physical education instructor.
Exercise of muscles in the waist will help improve the tone of muscles, but there is no guarantee that you will lose fat in one area more than another (despite the advertising hype).
After getting your doctor's approval for a vigorous exercise program, consider gradually working up to an hour's worth of aerobic exercise. You should pick something you enjoy because you are more likely to keep it up. You will want to monitor your heart rate and keep it is an "aerobic" range. You can often tell when your heart rate is too fast by how you feel. You don't want to be oxygen deprived. If your heart rate is too fast, it will not help you lose weight. (Consult a physical education instructor about aerobic exercises.)
Exercise a minimum of 3 times a week and preferably 5 times a week between 30 minutes and 60 minutes. Consistency is important. Here are some popular aerobic exercises:
Tennis
Racquetball
Walking
Aerobic dance
Swimming
Bicycling
Cross-country skiing
Running
Jogging
Aquatic exercise
Stair climbing
Elliptical training
Rowing
The most important thing is to find exercises that you enjoy!
Good luck on your program.

First off, if you're 13 you are too young to be worried about your weight unless you are already overweight for your age.
If that is the case, simply do anything that requires moving! Move around to get your heart rate up for about 20 minutes each day along with a decent diet (diet = less fatty foods, more fruits and vegetables, hearty foods) is all you need to maintain a good weight for your body type. This is all it takes. It will take time, but it is guaranteed because it's the only fitness plan that's easy to stick to, like brushing your teeth.
I personally dance/cardio movements before I go to work each day after some floor exercises (crunches, push ups, etc.) to keep my muscles from going limp. It's easy and fast, and it works. Since I've started this, my weight has been the same for years!
Good luck.

You're 13, play with your friends in the park. Play tag or run around. You will lose inches and build strong mucles.
