It is called a tilde. Funny characters such as the tilded n in Spanish, the accents acute and grave in French, and other such can be represented in Unicode. A crib sheet that I borrowed from someone who has done this (I haven't) reads as follows: Characters available under INSERT-BOX (ALT I) SYMBOLS: Z n 00F1 [where the n shows a tilde]. In addition to this, Unicodes exist for all five vowels with an accent, and c with a cedilla; the codes are 00E1, 00E9, 00ED, 00F3, 00FA, and 00E7, respectively. Do some experiments with this and see what happens.
Postscript: Claude's response is worth noting. I suspect that 00F1 is hex and 0241 is decimal -- they are equivalent

It's called a tilde.

If you want to type the ñ, hold down ALT and then type 0241, then release the ALT button. Note: you have to do the 0241 on the keypad, not on the numbers row. (Edit to add: Alt-164 also works, as noted above.)

Or, copy it from your character map (look in Accessories-->System Tools). That's for Windows. I can't help you if you're using a Mac, sorry.
