it depends what you are downloading. there are plenty of things that are free to download which are not illegal. However, if you are using Limewire to download music and movies, you are downloading illegally and could receive what is called a "cease and desist" letter from your internet service provider or even be sued by the RIAA or MPAA.

copy the files from internet is illegal an legal depends on the sites, if u use the programs or file only for u it will be legal if u spread it will be illegal,
