There are 2 sides to this drowning of the world theory. One is global warming that melts the isce at the poles and flood the world with a couple hundred feet of water.

In the other argument, the world is getting colder as a result of internal cooling resulting in more ice being created and displacing raising water level and drowning the world.

In both instances, we are still being drowned eventually.

So El Nino factor, which is the hot air flow that goes around the world, or the El Nina which brings rain, these will not affect the poles. Whatever the case, end result is watch the ice.

with a common sense, icebergs melt in a warmer environment...this means jacking up the current level of our seas, most islands in the pacific will be gone, and coastal cities like new york will be flooded; we'll have a hell lot of time redrawing the world's political map.
