Feeling lightheaded and/or dizzy, are not normal reactions to exercise. After an aerobic exercise session, you should feel invigorated, not totally wiped out. Your description sounds as though you are working extraordinarily hard. Do you eat anything before your physical activity? Are you drinking during your exercising ? How is your overall fluid intake? Although an exact diagnosis based on your description can't be given here, these few suggestions may help avoid these feelings:

Eat a snack prior to exercise. If you have less than one hour before your session, fewer than 200 calories is recommended. A piece of fruit and a couple of crackers work well for many people. Your snack can be a bit larger if you have two hours or so until your workout begins: one small plain bagel with jam, a piece of fruit and a yogurt, or two or three fig bars and a cup of milk or juice.
Drink 16 oz. of fluid 2 hours before an event. This promotes hydration and allows enough time to excrete any excess liquid.
Drink fluids during exercise. Weighing yourself before and after exercise can help determine your sweat rate, and how much you'll need to drink.
If you lose 1 lb. per hour: drink 4 oz. every 15 min
If you lose 2 lbs. per hour: drink 8 oz. every 15 min
If you lose 3 lbs. per hour: drink 8 oz. every 10 min.
If you lose 4 lbs. per hour: drink 10 oz. every 10 min.
If you are exercising for longer than 60 minutes, add some fuel to your water with a sports drink. These fluid replacement drinks include glucose and electrolytes (sodium and potassium) to help with fluid intake and absorption.
Talking with your health care provider is a good idea if these strategies don't help. Being properly fed and hydrated, as well as getting enough rest and watching your breathing as your exercise, should help make your workouts more productive.

Most likely it's because you are dehydrated. Are you drinking a cup of water every 15 minutes during your workout? If you are drinking lots of water and you are still feeling dizzy, you need to go see your doctor. Don't mess around with this...you don't want to risk having a fainting spell while you are on a treadmill or lifting weights.

The best time of the day to exercise is entirely up to you...some people perform better first thing in the morning, some people have more energy at night. The only time it really makes a difference is if you are exclusively doing fat burning, in which case cardio should be done on an empty stomach, followed by a hich-carb meal immediately following.

you're supposedly at your best around 5-6pm to do exercise but any time of the day you have time and feel like it really is the best time.

As for the light headedness, either you are overexerting yourself, not hydrating (drinking water) before and after enough, or you are working out in too hot of a room and not breathing properly.

Make sure you are wearing proper breathable work out material and that you drink before and after and even during if your exercise permits it.

Good luck

You are probably dehydrated. Drink more water during your routine. Also be sure to do a cool down routine. If you just jump off of the elliptical and head to your car your body and heart won't have time to slow down and you will feel dizzy.

If you don't drink enough fluids before you workout then drinking water during isn't enough. Before you get hydrated your body gets dizzy because of nerve signals that tell the brain you need something. If you workout too hard then you might get a headache from overexertion.

the problem probably is that you are dehydrated, drink plenty of water so that your urine is clear, there really isn't any best "time" to exercise, just make sure that you have the energy, definitely not on an empty stomach, or after little sleep
