It would if you looked a little harder at the history of South America. In the 19th century, Welsh miners went all over the world to where there was mining to be done. And there was - and still is - an entire Welsh-speaking colony in Patagonia (southern Argentina). So it's not all that surprising that a South American person should have a Welsh surname.
