Where are the meters? I assume there is a centralized clearing house for official meters to report to. Who is this? Thank you.

Check with NOAA. Local CO2 concentrations are not measured everywhere.

Charles Keeling began the really systematic monitoring of atmospheric CO2. His methodology is studied at the graduate level as an example of totally meticulous science and the 'Keeling Curve' is the gold standard for atmospheric CO2 monitoring. The program he began on Mauna Loa continues today.
Concentrations dating from earlier than Keeling's work are obtained from ice cores.
