I believe that his hair style is called " Dreads" that is short for
Dreadlocks. I'm not totally sure on the price of get the locks started
Dreadlocks can be done on short hair but you need a little length to it. You can try calling some hair salons that specialize in natural hair care. The prices some time vary from salon to salon.

Dreadlocks. They don't brush their hair they just twist and rub them into locks to get that thick very thick strand messy look. Visit the nearest african hair salon and tell them that you want dreadlocks they all have different prices.. Hair length can be anywhere from chin length to very long...I love bob marley but not really crazy bout the hair lol... Bottom site has more info:

Dread locks but if you decide to get them you will have to cut all your hair off if you want to take them off so i wouldnt get them!!! And your hair would not have to be that long because they can do short dreads.

dread locks and you dont wash your hair and let it get all knotty and it will go into strands not the best hairstyle not very sanitary either
