The meaning of this is that people forgot about the word "whom". It should be "America, the beautiful, whom are you beautiful for?"
It also means that somebody has a question. Moreover, it means that somebody thinks that America (the continent? oh, wait, there are two of them...) is beautiful. And, yes, it means that somebody cannot make the difference between the USA and the two continents called "America".
