this guy keeps annoying me and I asked him if he likes me since he's always talking to me. so he got mad and told me not to start that. so does he like me? or is he just weird? thanks!

Im guessing both, weird and that he likes you. He obviously wants your attention, but when you asked him about it, he probably didn;t know how to respond so reacted mad.
He probably likes you, if you like him back, ask him to hang out outside of school.

well, guys mature quite a bit slower than girls do, basically he's still acting out those primative "Me Tarzan" things.
Don't worry, in a few more years, you will notice that guys become much smarter. But you've gotta get through the "party every night" phase too.
