You are young. Losing weight will be easy because you can be more focus on your goal. I went to a dietitian. I dropped 20 lbs. in 6 months. I will say at my age which is after menapause. I was starving. But I couldn't get the right amount of exercise. That makes a difference.
water - 64 oz. This is not a lot. 2 - 20 oz. bottles and 1 - 24 oz. It can be done easy.
4 vegeatables - fresh or canned
5 fruits - fresh or canned. Prefer fresh.
2 oz. meat.
Oat cereal for breakfast.
walk 2 miles a day. (work up to this and you will find it easy to do in about a half hr.

Yes, you can if you are commited. Stop drinking soda. No coffee, it increases cortisol which increases belly fat. Eat shredded wheat with nonfat milk for breakfast for fiber. Practice eating smaller portions. If you feel desperate for a snack, grab a handful of walnuts or something that is not too exciting. Try to stop and ask yourself why you are eating that particular food in the moment. Are you truly hungry? Are you just eating because it sounds good? Learn to ask yourself the question and take time to think about the answer. While you're thinking about it, make yourself something that involves a ritual such as a cup of green tea. Sometimes the "ritual" is as important as the getting. You often see this in smokers, they miss doing something with their hands as much as they enjoy the cig. Try not to have anything in your cupboards that are instant. This will force you to take time to prepare food. If you do have pre-packaged foods, look at the back and carefully read what a serving is. Stick to the serving size. Promise yourself you won't go over that serving size. It's amazing how small the servings are compared to what you are eating.
These are good beginning habits. The important thing is to replace the old patterns with new ones. Try to think of a spinach salad as the meal instead of a side. I think like 2 cups of spinach is only 20 calories and is full of iron and folate (good for cardio health which will help you avoid those dreaded spider veins in the future).
Exercise obviously will be good. Jack Lalanne says, "Exercise is king and diet is queen."

Assuming you mean by non-surgical means, then yes you can.
However, if you want to know if you can SAFELY do it, then no you can't
Weight has to be removed slowly for safety. At about 1 kilo a week. Loosing a lot of weight quickly for someone not morbidly obese can cause systemic damage in almost all parts of the body.
Consult with your physician to see what your % of body fat is. if you are near 22% for a female, you're fine. I believe for a male it is 12%.
Easiest way to do it is to make some small changes in your daily routines, and keep to them. The more drastic the changes, the less likely you are to stick to them.

yes you can. all you have to do is eat right, which means cutting down on the fatty and sugary foods. and excersie for 45 minutes 3 days a week. you should be able to lose it

Just watch your carb intake.
drink alot of water.
work out.
You should notice a difference, i am not sure if it will be 30 pounds.
